How they Do It
In this section we explore how teams, countries and program have been incorporating the global indicators into their work.
How the Education Team does it:
We don’t necessarily include some of the indicators above in logframes, as some of them have a more indirect relationship to education outcomes. Some of our donors limit the number and type of indicators listed in a logframe, but have standardized tools that allow for tracking a broad range of changes at the household and individual level, including economic status, SRH indicators, safety and security and governance. Therefore, our approach is to create survey tools inclusive of items that allow us to track CARE’s global indicators; this allows us to be able to track broader changes within the population served, and how these changes relate to education outcomes.
For instance, when editing PIIRS data for one of our projects yesterday, we reported on six global indicators; nonetheless, this project is operating within a closed logframe structure that does not allow for the incorporation of the global indicators. This didn’t prevent us from tracking the global indicators at all; the comprehensive tools used by the project are tracking data on SRH, economic empowerment, governance, GBV and migration/ displacement, as well as education-specific data.
In the case of projects where we have considerable latitude in the development of logframes we have worked with our colleagues in the SRH and FNS teams not only to incorporate global indicators, but also to develop a set of standardized items that allows for tracking of the global indicators mentioned above in a uniform manner across the six countries involved. The same items will continue to be included in upcoming surveys for other projects, funded by donors other than PCTFI.
We expect that all of the education projects under our technical support will be able to report on multiple indicators on PIIRS during this upcoming round. We are also monitoring the quality of the data reported to ensure accuracy and completeness. In time, this will strengthen our capacity to tell an integrated story of changes in adolescent empowerment, and how those contribute to breakthroughs in women’s economic empowerment and SRH.
